Newport Local Access Forum – Applications Now Open

Newport City Council is restarting the Local Access Forum (LAF) and is keen to hear from residents and community groups who value and support public access to land for open-air recreation.
This is a fantastic opportunity to have your say on how people can access and move around Newport, in line with the Countryside and Rights of Way Act (CROW) and help ensure everyone benefits from being outdoors.
What is the Local Access Forum?
The Forum advises Newport City Council, Natural Resources Wales, and other bodies on improving public access to land for recreation and enjoyment. By law, these organisations must consider the Forum’s advice.
The Forum will consist of around 20 members and will meet at least twice a year, with additional meetings arranged as needed.
What Will the Forum Do?
Members will play a key role in shaping the future of public access by:
Reviewing Rights of Way Improvement Plans (ROWIPs), which set out how Newport will manage and improve its Public Rights of Way (PRoW) network over the next 10 years.
Advising on strategies that promote healthy exercise, mental well-being, and better management of the PRoW network.
Considering all forms of access—not just walking—including horse riding, cycling, and off-road driving.
The Forum will also be consulted on statutory matters such as:
Draft maps of open country and common land
Appointment of wardens for access land
Byelaws relating to access land
Preparation or review of ROWIPs
Applications for long-term exclusions or restrictions
Who Can Apply?
Applications welcomed from individuals and groups with an interest in improving public access. Successful members will:
Essential:
Be committed to the Forum’s purpose
Be willing and able to contribute fully to its work
Desirable:
Have experience with access issues or similar forums
Live in or have strong links to Newport
Be able to network and share the Forum’s work
Attend meetings in Newport (deputies are not permitted)
We particularly encourage applications from those representing youth, mobility or sensory needs, and ethnic groups.
Additional Information
These are unpaid positions, but reasonable expenses can be claimed.
Meetings will be held in person in Newport.
